Concepts: OpenTofu

This document is part of the OpenTofu workshop and describes concepts as training material, reference documentation and review basis.

Target State

You should not operate OpenTofu as just a plan/apply sequence. Treat it as an infrastructure-as-code system: configuration describes desired state, providers translate it into API calls, state maps real objects to resource instances and backends enable collaboration. The critical questions are reproducibility, state security, provider pinning, reviewability and controlled change.

Term Meaning
OpenTofu Open source infrastructure-as-code tool for safely and predictably managing infrastructure.
Configuration Collection of OpenTofu files describing which infrastructure should be managed.
Root Module Top-level module of a working directory from which tofu plan and tofu apply start.
Provider Plugin that connects OpenTofu to a remote system such as cloud, DNS, Kubernetes or SaaS.
Resource Declaration of a managed infrastructure object with type, name and arguments.
Data Source Read access to information from a provider or built-in source.
Variable Input value of a module with type, default, validation and optional sensitive flag.
Output Module output visible externally or consumed by automation.
Local Value Named expression inside a module to reduce repetition and complex expressions.
State Persisted mapping between resource instances in configuration and real objects.
Backend Storage location and access model for state, optionally with locking for collaboration.
Plan Preview of changes OpenTofu derives from configuration, state and provider information.
Apply Execution of a plan or currently calculated change against real infrastructure.
Module Reusable collection of OpenTofu configurations with clear inputs and outputs.
Meta-Argument OpenTofu-owned control such as count, for_each, depends_on, provider or lifecycle.
TACOS TF Automation and Collaboration Software for remote execution, state, policies and collaboration.

Working Model

  1. Describe desired state in a clearly bounded root module.
  2. Pin OpenTofu and provider versions for the project.
  3. Check variables, locals, modules, outputs and meta-arguments before planning.
  4. Prove changes with tofu fmt, tofu validate, tofu plan, plan artifacts and review diffs.
  5. Assess state, backend, locking, credentials and sensitive outputs before every apply.
  6. Document recovery: Git revert, state backup, import, state mv, secret rotation or provider correction.

Typical Decisions

Decision Useful Question Risk of the Wrong Choice
Root module boundary Which infrastructure should be planned and applied together? excessive blast radius or hidden dependencies
Backend Who needs state access and which locking is required? concurrent applies, state loss, secret leak
Provider version Which API and provider version is approved? unexpected plan diffs or breaking changes
Module Is reuse more important than direct readability? unclear inputs, output coupling, difficult debugging
Workspaces Do they really separate environments or only state names? mixing dev, staging and prod
Sensitive values Are secrets only masked or also stored safely? false confidence, state still contains sensitive data

Operations Notes

  • State is security-sensitive and can contain sensitive values.
  • Backends store state; some support locking while others do not.
  • Direct state file editing is discouraged by OpenTofu documentation; use CLI operations.
  • Saved plans can contain backend configuration; time-limited credentials may expire between plan and apply.
  • TACOS can provide remote execution, state, policy and collaboration but does not replace clean module boundaries.

Scope Boundary

This document covers OpenTofu core features and IaC operations. Cloud-specific resources are shown only as patterns and are not executed against real accounts.
