Organization Baseline Engine

Derives a controlled organizational baseline from an unambiguously versioned Foundation. Provenance, parameters, extensions, conflict decisions and approved deviations remain fully traceable for every baseline version.

Organization Baseline Engine as an execution mechanism

This Engine belongs to the technical target model. A concrete use needs defined inputs, supported versions, security boundaries and traceable outcomes.

Execution mission

Organization Baseline Engine

The Organization Baseline Engine makes inheritance, tailoring and deviation visible as explicit, reviewable decisions. It resolves the selected Foundation version with organizational parameters, permitted extensions and approved exceptions into an independently versioned baseline. Each element shows whether it was inherited unchanged, made specific, extended or handled as a deviation. The source reference is never overwritten, allowing the organizational baseline to be reproduced and compared with later Foundation versions at any time.

Architecture role

Orthevs Ecosystem

The Foundation Catalog supplies the immutably referenced source version and its defined tailoring points. The Policy Engine evaluates whether proposed changes and exceptions remain within established rules, while the Qualification Engine validates the derived baseline within the defined scope. The Evidence Engine connects provenance, decisions, checks and approvals into a traceable evidence path. Each published baseline version therefore remains an independent, reproducible state.

Core functions

Core functions

  • Selection and immutable referencing of a specific Foundation source version
  • Controlled parameters, extensions, overrides and time-bounded exceptions
  • Explicit inheritance and conflict rules for multi-level tailoring
  • Assignment of rationale, owner, risk, approval and expiry to every deviation
  • Comparison and impact analysis between an existing baseline and a new Foundation version
  • Creation of a new baseline version without silently overwriting the approved state

Control boundaries

Control boundaries

Every deviation requires at least a rationale, named ownership, risk classification, approval and a reviewable expiry date.

A new Foundation version is never propagated to existing organizational baselines without review. Its impact must be assessed first.

A derived baseline does not automatically qualify either the organization or its implementation; defined checks and evidence remain necessary.

Binding Foundation requirements must not be weakened silently. Every permitted tailoring action must be visible as a rule, exception or decision.
